1. This tournament is certified (Cert. #
4022) by the United States Bowling Congress and shall be governed by USBC Youth rules. Only USBC Youth members may participate.
2. League level qualifying dates are November
9 – 23, 2009 and January 4 – 18, 2010. 3. Advancement ratio from league competition to sectional competition is a least one (1) for every two (2) entries per division, per league, or major fraction thereof, including last place ties, for 11 & under boys and girls and 12 & above boys and girls handicap. Advancement ratio from league competition to sectional competition is at least one (1) for every one (1) entry per division, per league, for 12 & above boys and girls scratch. The advancement ratio shall be applied uniformly to all eligible divisions. 4. Advancers out of the league level must remain in the division they qualified in during all subsequent levels. If a bowler advances out of league level in more than one state zone the bowler must declare one state zone to continue competing before the next competition level. Participation in any level of competition past the league level in more than one state zone will result in automatic disqualification. 5. 6. Entry closing date is Sunday, February 8, 2010. Qualifiers’ name, address, telephone number, date of birth and social security number, and all entrants’ tournament entry fess and form must be submitted by this date to sectional tournament director. 7. Competition shall be conducted in the following divisions. These divisions are based on the participant’s age as of August 1, 2008. 11 & under boys and girls handicap, 12 & above boys and girls handicap and 12 & above boys and girls scratch. 8. The tournament format shall be: Divisions in ages 11 & under will bowl 3 games on the same pair of lanes. 9. Entry Fee:
10. Youth participants will not wear apparel or use bowling equipment depicting alcohol, tobacco, gambling, an illegal substance or inappropriate language/gestures during competition. Please see Rule #301b. All bowlers must wear suitable attire. No short-shorts (shorts must be knee-length), no backless blouses or dresses, no halter tops or tank tops, no torn or baggy jeans, no obscene T-shirts, or hats will be worn during the tournament. No playing of handheld or any type of video games, and no listening of portable cassette/disc players or radios during the tournament. No cell phones. The Tournament Director will make all decisions as far as the dress code. NO SMOKING PERMITTED BY USBC YOUTH PARTICIPANTS. PARENTS AND TOURNAMENT OFFICIALS NEEDING TO SMOKE, MUST DO SO IN DESIGNATED AREAS ONLY. 11. No substitutes will be permitted; however, a replacement qualifier may be used for bowlers 15 minutes prior to the squad time as stated in Rule #2. Replacements must be from same league, window, and division as the replaced/absent bowler based on standings. 12. Competitors shall be allowed 10 minutes of practice on their starting pair. 13. If no substitution has been made, bowlers arriving late shall begin play and the score shall count beginning with the frame then being bowled. Missed frames shall be credited with a zero. Bowlers not present to bowl when it is their turn shall be credited with a zero for each frame missed. 14. Bowlers shall use their highest current certified league average, minimum of 12 games, as of January 19, 2009. Averages must be verified by a standing sheet. Bowlers without a minimum of 12 games shall bowl scratch. 15. Handicap shall be 100% of the difference between the bowler’s average and 210. 16. Only bowlers and tournament officials will be permitted in the settee area. 17. If there is a tie at the sectional competition a 1 game roll-off will be held. Should the tie still exist, it will be broken by an additional 9th and 10th frame roll-off, plus 1/10th of handicap per frame where applicable. (refer to Rule 326a) 18. Claims of errors in scoring or general playing rules must be made to the tournament director no later than the start of the next block or 30 minutes after the completion of competition. Questionable errors shall be decided upon by the tournament director. All other protests must be confirmed in writing to the tournament director within 72 hours or before the awards are presented. Under this rule, each protest must be specific in itself. 19. Advancement ratio from Sectional level to the next competition level (State) is at least one (1) for every three (3) entries per division, or major fraction there of, including last place ties for 11 & under boys & girls handicap and 12 & above boys & girls handicap. Advancement ratio from Sectional level to the next competition level is least one (1) for every one (1) entry per division for the 12 & above boys and girls scratch. In all cases at least one (1) individual per division shall advance. The advancement ratio shall be applied uniformly to all eligible divisions. 22. The next level of competition for the 11 & under boys and girls handicap will take place on Saturday, May 1, 2010 at 1:00 pm at Oak Mountain Lanes (205-403-7466) The next level of competition for the 12 & above boys and girls handicap and scratch will take place on Saturday, May 1, 2010 at 9:30 am at Oak Mountain Lanes (205-403-7466) The top 6 in each division of the 12 & above will return at 4:30 pm to bowl a 6-game league schedule with a position round. The Champions will be the bowler with the highest total score from the 6 games bowled. 23. 23. All matters not covered by these rules and regulations shall be determined by the Alabama Pepsi USBC Youth Championships Committee and the National Pepsi USBC Youth Championships Committee.
