Tuscaloosa USBC 2008 City Open Tournament Rules

The 2008 Tuscaloosa USBC City Open Championship Tournament will be held February 9-10 and February 16-17, 2008. The closing date for all entries will be 30 minutes before squad time. This tournament is certified by the United States Bowling Congress, and USBC rules and regulations will govern this tournament unless the tournament rules state otherwise.

1. ELIGIBILITY: Tournament is open to male and female members of the Tuscaloosa USBC Association. All members must have joined an association league at least 15 days prior to bowling in the tournament.

2. PENALTY FOR RULE VIOLATION: Any person or team who violates any rule, in any manner, shall forfeit their entry fee and all rights to claim or hold any trophy or prize awarded. Such person involved is also subject to suspension.

3. MULTIPLE PARTICIPATION: An entrant may participate multiple times in any event. According to USBC Rule 315b, in order to place more than once in the prize list for position standings in a given event:
FIVE MAN TEAM EVENT: At least two players in the lineup must be different.
DOUBLES EVENT: At least one player in the lineup must be different.
SINGLES: The same individual may not place more than once.
NOTE: Once a bowler has participated in Singles & Doubles once, that player may re-¬enter just singles, or just doubles. Subject to lane availability.

4. ALL-EVENTS: Entry fee for handicap all-events is $5; fee for scratch all-events is $5. Entry in all-events is optional to all bowlers. If you enter, the first score bowled in each event will count toward the all-events total.
5. PRIZES: 100% of the prize fees will be paid out. The total prize fund will be distributed 80% to handicap prize list and 20% to scratch prize list. Cash awards proration for handicap team and doubles events is 1 out of every 5 entries and handicap singles and all events is 1 out of every 10 entries. Cash award proration for scratch team, doubles and all-events is 1 out of every 10 entries and scratch singles is 1 out of every 20 entries. The Tuscaloosa USBC Association will add $500.00 to the Team Event Prize Fund for this tournament if at least 40 team entries are entered to bowl.

6. VERIFICATION OF AVERAGES: Each participant is responsible for providing the proper tournament average on the entry form. The Tuscaloosa USBC Association Manager will verify all averages of prize winners before any awards are given. Your tournament entering average is your highest 2006-2007 sanctioned league average of 21 games or more. 10-pin rule applies: If your current average of 21 games or more exceeds your highest average from last year by 10 pins or more, you will enter with your current average in accordance with USBC Rule 319a. In the event you do not have a 2006-2007 sanctioned league average, you must use your highest current sanctioned league average of 21 games or more as of 1 January 2008. A bowler without a sanctioned league average of 21 games or more as of 1 January 2008 may enter at an average of 210. Tournament management reserves the right to re-rate any entrant prior to bowling. If the entrant refuses the re-rate, entry fees will be refunded and the entrant will not be allowed to bowl. Entrants have the right to appeal any re-rate to USBC within 15 days of the date of bowling, or prior to the payment of prizes, whichever comes first. USBC rule 319d and 319e will not apply to this tournament.

7. HANDICAP: Handicap will be computed on a basis of 90% of the difference between each individual average and 210 per game for a three-game set. [(210 - avg.) x 3] x .90
8. TEAM CAPTAINS: Team captains must be identified on the entry form and will be responsible at all times for the eligibility and conduct of team members. All team captains must check in with the tournament manager at least 30 minutes prior to squad time and show each team member's USBC sanction card. (No facsimiles will be accepted).

9. ENTRY FEE: These costs are per participant. All participants are automatically entered into the handicap and scratch portions of team, doubles and singles events. The all-events fee includes a $1 contribution to Team USA Bowling and $4 to the prize fund.

10. PROTESTS: Report all protests to the tournament manager. See USBC rule 329.
11. PENALTY FOR FALSIFYING AVERAGES: USBC Rule 319a states failure to use the proper average shall disqualify score if submitted average is lower than actual average thereby resulting in a lower classification or more handicap. Prize winnings shall be based on the submitted average if it is higher than the actual average.

12. ENTRY FORMS AND FEES: All entry forms must be complete and NO entry forms will be accepted without entry fees. Team entry forms and fees may be left at the front desk at Leland Lanes and Bama Lanes to be placed in the Association mailbox. Entry fees are non-refundable except in accordance with USBC rule 319c. Make checks payable to Tuscaloosa USBC. DO NOT MAIL CASH, and do not leave cash at the front desk with your entry form—pay by check. There will be a $20.00 fee imposed on all checks returned.

13. TARDY PLAYERS: Tardy players will start in the frame being bowled, with 0 score for each frame missed.

14. PARENTAL CONSENT: Any unmarried grade or high school student who has not attained the age of 18 must fill out a parental consent form and obtain approval from the President and Association Manager of the Tuscaloosa USBC for entry into this tournament prior to participation.
15. LANE ASSIGNMENTS: The Tournament Manager will determine the lane assignments. Team event will be bowled on one pair of lanes. Doubles and singles event will be bowled on one pair of lanes.
16. PLAYOFFS: In the event there is a tie for first place in any event, co-champions will be declared.
